1. Agree on voluntary participation, privacy and respectful discussion.
2. Ask: What would be hardest if water, electricity or communication stopped?
3. Gather needs without publishing names or sensitive details.
4. Invite offers of skills, equipment and time. Do not promise unavailable resources.
5. Choose one project with a clear output, coordinator, backup and review date.
6. Agree on a normal and backup communication method.
7. Decide how requests, disputes and corrections will be handled fairly.
8. Practice a short scenario and record gaps.
